When I assess governance for a bank, I evaluate across 5 dimensions:

1️⃣ Regulatory Exposure

  • RBI / PCI-DSS / ISO / GDPR obligations?

  • Audit frequency?

  • Penalty risk?

  • Data residency requirements?

👉 High regulatory pressure → More centralized control needed.

2️⃣ Architecture Maturity

  • Monolith vs microservices?

  • Cloud-native adoption level?

  • API-first maturity?

  • DevSecOps automation maturity?

👉 Immature DevOps → Centralized governance👉 Mature DevOps → Federated with guardrails

3️⃣ Operating Model

  • Product-aligned teams or project-based?

  • Domain ownership clarity?

  • Skill maturity of architects?

If teams don’t have strong domain architects → Federated model will fail.

4️⃣ Risk Appetite of Leadership

  • Conservative or innovation-driven?

  • Past major outages?

  • Board-level digital pressure?

This influences how much autonomy is acceptable.

5️⃣ Technology Sprawl & Cost Leakage

  • Duplicate tools across units?

  • Shadow IT?

  • Cloud cost overruns?

High sprawl → Need stronger central standards.

“In my experience, especially in regulated environments like banking, we operated in a hybrid governance model. Initially, governance was quite centralized because of regulatory pressure — RBI compliance, audit requirements, security risks, and legacy system complexity. Enterprise Architecture defined core standards such as cloud landing zones, IAM, API security, data governance, and observability frameworks. However, as we progressed in modernization and improved DevOps maturity, we federated execution to domain-aligned teams. Retail, Payments, and Corporate banking teams had autonomy over service-level architecture and feature design, but within defined enterprise guardrails. We also moved governance from meeting-driven approvals to automation-driven guardrails. For example, security scans, infrastructure policy checks, and quality gates were embedded in CI/CD pipelines. So governance evolved — centralized for risk control, federated for innovation and speed. That balance helped us reduce approval cycle time significantly while maintaining audit readiness and architectural consistency.”
